I have to go with the ice in governor area. Get one of those heat wires used for keeping water pipes from freezing. Wrap it around governor and shaft, plug it in for a while every 2 weeks or so, will help dry condensation. Will also work great as an emergency gadget on a cold morning.

If the problem is ice in carb, alcohol is the answer, at the rate of 1 cup to 50 gal of gas or indeed you can use on diesel. Don't go to the gas station or auto parts store and pay through the nose. $5. will buy a gal at the drug store. Use only as needed as the alcohol will evaporate.

On the alcohol, I have seen a Farmall sediment bowl solid ice from water, couldn't take bowl off. Pour some alcohol in tank and in 5 min it is liquid again.
