H running high RPM's in cold weather

I started my 52 H yesterday (outside temp about 5 F) and it ran about 3/4 throttle with the throttle lever all the way down to idle position. Tried cycling the throttle control from idle to full throttle several times, and the rpm's increased once the throttle was above 3/4, but would not idle down. I didn't let the tractor run for more than about ten minutes, so I don't know if it would have eventually started idling again. Where should I start looking? Thanks.
