Have you checked the turbo? Pump may need a professional inspection. I had a 10 when new, back then most of the 10s were cranking 150 hp+. For want of a better word 9s seemed then to be the lame duck, not so much that they didn't measure to ratings. It was more a case of 10 exceeding its ratings. I am talking of tractors as they came from factory, untampered with.

Had problems once with a Cat 3306, after much searching it turned out to be an air leak on pump. After $1,500 had been spent, a 65 cent gasget around inspection cover for timing. Look for the simple things first my advice.
