International 2000 loader slow on IH 504

I purchased a 1964 IH 504 with a IH 2000 loader. The loader moves up and down quickly and the bucket tilts back quickly. The problem I am having is that when the bucket tilts down, as to dump something, it is very very slow. It has brand new cylinders on the bucket and the hydraulic oil is full. I would think if it was the pump all the hydraulics would be slow, not just the downward tilt of the bucket. Any ideas? Thanks in advance!!
