Not factory, but maybe dealer or at least professional welder. During the war many of the tractors came on steel due to the shortage of rubber. When the war was over most people converted to rubber tires. It was probably cheaper to cut the steel off and weld rims on than to buy the hubs and rims for rubber. I've seen several with very professional looking cutoffs.
