The H had their tools boxes in a couple of different places, one small one in the pipe seat frame if you had the pipe type seat, they also had one that mounted to the light bar, I've seen these for sale occassionaly on Ebay they seem to go for a whole lot more than I'm willing to pay. One old timer who was talking to me at a show said he had a tool box mounted on top of the blockoff plate that is used when there is no belt pulley gear box installed, I've never seen one and have no idea if that was factory. As to why they are so rare, I have no idea, the M and H both used the light bar type, I'd think there should be alot of them out there.
