Slow starter revisited (new readings)

The super C that I am discussing has all new #1 battery cable and a battery that is about 1.5 years old. -The battery reads 6 volts when tractor is off. Does this mean that it is holding a full charge? -The battery reads 7 volts when engine is running. Does this mean that the generator is charging? -When the starter is engaged the valotage drops to 4 volts. Could the battery be the problem despite the readings? I want to narrow things down as much as possible before I spend money and time with the starter. What's your best guess form my description?
