Farmall H....What's it worth?

Asking opinions on what would you pay for this tractor. The Mag is missing, it was bought at an auction not running, the guy claims after they bought it the engine turned over but would not start. They took the Mag off finding most of the internal parts missing. Which is how the tractor still sits. The tires and sheet metal is in good condition.
Would like opinions before I make an offer...if I do.
