On 656 you will loose about 1 to 2 quarts of hydraulic when you remove the filter. It is not submerced in transmission resivoir, but rather in a separate compartment. I know your thinking same as I thought 40 years ago on 560, it looks low enough to drain transmission. I have found the best solution with lights is go with good heavy weather proof toggle switches. A two position for head lights, 1st position for 2 lights and 2nd for all 4. Use two separate switches for rear working lights and flashers.
