450 D not running on diesel

I am having trouble getting my 450 D to run on diesel, it has a rebuilt head, new injectors and the gauge shows it as having plenty of pressure. I just got this tractor and the injectors were not in it, I put them in, set the valves in the head to .017H this is the setting my IT manual gave, it runs great on gas, but when I switch it over it doesnt start. I have bled everything and no help. When it is running on gas though I see air bubbles in the diesel water trap,, should these be there? , the 2 filters have bleeders on top but only the one closest to the front of the tractor has pressure,, is this correct? I have never had a diesel so any help would be great,,,Thanks,,,Jim
