Carb rebuild kits

I have a carb on a 400 that leaks gas out of the bottom. It starts to leak as soon as I turn on the gas, also floods out fast and gives me a fit when I try to start it. I do not remember if the carb rebuild kits come with the packing to replace the packing in the bottom of the carb, also, do the kits come with a float? Or should I just bit the bullit and replace the carb?
