starter drive or ring gear?

I have been putting together an "45 B. I found it setting in the brush. Head off, oil pan off, tires rotted off, motor stuck, you name it, it was in bad shape. I went thru the starter. It turns over like a champ. When I bolted it on the motor it acts like the ring gear is bad. I can roll the engine over about 1/4 turn and sometimes it will kick in. That is what makes me think it is the ring gear. My question is how can I make sure that it is not my starter drive. the bendix looks OK and it runs out like it should when it is off the tractor. I just don't want to spend money I don't need to spend. I have already spent way too much money on this "project". Any suggestions?????
