Mike, are you sure you are turning the mag in the right direction? also you might have to hold the mag in the same position as it fits on the tractor as it seems that the pawls work by gravity. If you turn it in the correct direction the spring should wind up then it will snap as the pawls let it go. In any case the rotor should turn unless you have a bad gear inside.
