I'm thinking clockwise is the right direction, when the pawls hit the stop can you keep turning the disc with the ears? Thats when the spring comes into play,sometimes it takes quite a bit of force to keep turning it, might have to put a cresent wrench on one of the ears to turn it, but if you keep turning it the pawls will hit the stop and the spring will start winding up and as you keep turning all of a sudden it will snap and let go and thats how its supposed to work.
