the hand lever adjust the pressure it takes to make the draft work. the top link only moves enought to activate the draft control valve in the hydraulic housing. You use this to adjust pulling implements such as plows and disk, to the depth you want and pressure you want to put on the tractor. Your manual should tell you how to set draft for traction and plowing.
