47 Farmal A , Can not shift into 1st or 2nd .

Recently I just finished rebuilding the engine on my 47 Farmal A that I purchased in pieces.
With it now running I was excited about taking it for it's first ride, but so I was discouraged when I found I was unable to mechanically engage it into 1st or 2nd.
3rd 4th & reverse were fine.
Any Suggestions?
