Do you mean the loader bucket won't come down on its own or are you trying to pull down/push down on something and having this trouble? Does the loader have strength on the upstroke? Could be the control valve not opening on the down/release circuit. Could be the cylinder sticking. Could be a bad/collapsed hyd hose. If the loader has strength to pick up weight, I would think the pump is OK.
