Is there a cross check valve in the system to keep the bucket leaking down? If so, that might be where your problem is. A quick test for such a check valve: if you have to turn the tractor on to lower the bucket (when it's working normally), you have one; if it lowers without the engine running, you almost certainly don't.

These cross check valves sometimes get crudded up, or otherwise out of sorts.
