That handle is for draft control when plowing. All the way up is most sensitive and all the way down is less sensitive.

There are many ways to use a fast hitch. IH has a manual just for the fast hitch w/a chart detailing all the changes to be made for the different types of implements and chores.

There is a place below the hyd cyl for a pin or bolt that will allow for down pressure. If there hasn't been anything in that hole for a while, it's probably jammed up with dirt. You'll have to get down there with a flashlight and a pick to loosen it up enough to blow it out w/compressed air.
