farmall M will not start

here is the story .. I got a old farmall m and it has been in the weather for years .. so first i got spark to the points and plugs. then i cleand the carb out real good ??? every thing looks good in the carb . THEN i tryed to start the m i can not get to to fire at all . i took out the plugs and there was no gas on them . so i looked at the maniflod next . AND i cleand it out good and got a new gasket for it and put it back on still will not fire .. i checked the compression it is ok !!! on both exhaust and intake .. WHAT am i overlooking the timming is ok to. CAN anyone help me mark
