A Super C fast hitch expert, I am not but I have had others. The valve you speak of just ahead of seat must be a flow control valve. IH used these on some applications so heavy loads wouldn't drop to quickly. They can be ocasionally troublesom.
The preasure on both hoses suggests the valve on side of touch control is not just right either. Why not try changing the hoses, it could be just that simple. It will not harm anything.
I am not much help on this one, but always find activity on these bring more responce.
