The easiest way is to have the tractor the correct height so you can roll the wheel into place and put the bolts in. You have been told that already. If it is too risky changing the height of the tractor can you roll the wheel up on some board or boards . I keep some beveled wood shingles around for deals such as this. At 64 yrs. working smarter is better than harder.
