International 574 D239 Oil Breather Problem

I have a 574 with a 239 Diesel. When I go up a step grade or hill I get oil pouring out the
oil breather tube. The engine has no blow by

the oil breather is located at the back side of the engine where all the oil would flow to when going up a hill. Was there some part change or mod thatwould prevent this condition? What can be
done to prevent this?
