Been a long time but I think the 504 was like 560
the valve that operates the steering is in the front bolster and the saft in the front bolster must move in and out a little to activate the valve the front u joint on the shaft is splined on to the shaft in the bolster if that is rusty so the shaft in the bolster can not move in and out that little bit the valve can not open and close to direct the oil so no power steering or bad pump.
