The valve is in the front end casting with the rack, the splined shaft that the front U joint goes on must be able to move back and forth a little to activate the valve. so check to see if this can happen, if u joint is rusted on splines see that the whole shaft all the way to the steering wheel can move a little. 560 has two pumps pigie back is for power steering and relief valve is on pump. hope this helps some.
