Your probably going to have to use heat on control arm. I like you dont have torches. There are new propane torches on market that are quite effective. I bought one and it is surprising what you can achive with it. The old ones were not worth a darn. Also it has been 24 hours since you last tried, penetrating oil may have changed things since then. I also noticed in store yesterday, was buying propane cylinder, they have those same little cylinders for brazing, about 3 times cost. I bet it will deliver some heat. I might have bought one but didn't have reading glasses with me, probably requires better torch than I have. I see quite a selection of those on shelf also. When you get this apart, three items can give travel in wheel bearings on worm, worn gear and worm and half moon key in shaft for gear. Keyway in shaft gets enlarged, allowing key to tip. I find a larger key, grind it to fit shaft tight, have someone weld it in shaft with a mig, then grind to point where you still have to press cog on. Be gentle. I have two tractors I did this with ten years ago. One is still a bit loose as it had wear in gears. The other is tight as the day the tractor was new. Shaft was going to be a throw away anyhow so was worth a try.
