The PTO brakes probable woren out or the springs are weak or the clutch pack is shot , either way ya look at it it is going to have to come out and be tore down , you have to becarful when pulling it out as not to damage the pick up tube and some special tools are required . the parts will set ya back about 185 bucks and takes me about 3and half hours to do the job . You will need a special fitting to set the clutch prussure and that should be 245 to 265 i like the higher set .
