C rear axle seals and touch control

Trying to fix the leaks on my C before repainting. The outer rear axle seals are leaking -- relatively simple fix. However, I assume the inner seals are bad too, else the outer ones would not leak? To replace the inner seals the transmission cover and bull gears have to be removed. What are my chances of stopping the leak by replacing only the outer seal? What if I use two seals?

I have a gasket/seal kit for the touch control block -- Can't get the head off (to the rear, next to the battery)Have all bolts out, and have given several blows with a hammer using a 2x4. Don't think I'll break anything, but am I missing something? Thanks in advance.
