Too much for a H?

There is a old man I know that lives just up the road. He has a 48 H. He bought it brand new,and has only put 3000 hours on it. It is a dual fuel and has hydralics and a belt pulley. It is complete and has pto sheild, battery box, shutters,heat sheild, but both front tires are shot. It has two sets of front and rear weights. The paint still looks like it came from the factory. It has never been rained on. He wants 2000. Is this too much? If it is how much should I offer? I need an answer fast, as he is in bad health. If I don,t buy it before he dies his wife will never sell it. Thanks
