IHC W450-D Question for the pros **(URGENT)**

OK, I changed the oil it is nice and clean. I also pulled the spark plugs, cleaned them, cleaned the engine block where the plugs mate and burned out the cylinders in case there was any fuel saturation, I put it all back together, and it was still acting as though there was no fuel, which there was. How far out of whack would the timing have to be for it to not start? I have lots of spark and the compression is adequate, but no combustion. Any other possible suggestions as to what my problem could be?
