ih 350 utility clutch adj (again)long

OK,let me try explaining this again.I restored this tractor about a year and a half ago,anyway had to split again (other problems). Then I noticed METAL SHAVINGS from the not so old throw out bearing maybe 1 year old.The clutch\ta was adj per the book at the time of the new bearing,clutch,and pressure plate were installed.Everthing seemed to work fine.NOW I have it back together again with another new bearing and have adjusted clutch\ta per book again.Everthing seems fine.Ok now I look up through the bottom clutch inspection hole and see bearing turning all the time reguardless if clutch is in or out. Is this right or is this turning wearing the bearing out premature? Could it have been a lemon bearing? Any thoughts or help thanks sorry so long.
