Pete - Could be the ammeter is wired backward! With the engine shut down, turn on the lights. The ammeter should indicate 10 amps or so discharge. However if it indicates CHARGE, swap the wires at the two ammeter terminals to make it read correctly. However you find the ammeter IS indicating correctly, it showing discharge when the engine is running at speed says the generator is not functioning.
