Farmall A wiring

I'm rewiring my A and bought a new harness from OEM parts. New cutout, generator rebuilt, light switch and ammeter are good. There are 3 terminals on the cutout. Per the IH service manual this is how I have them wired.
Bat to + side of ammeter
F to the resistor on the back of the switch and also to F on the generator
L(gen?)to the A terminal on the generator
When it's wired like this the ammeter shows a 15-20 amp discharge. Is it possible the resistor is bad? It's the only thing not new. Or is the wiring wrong? The lights work with the switch. I haven't got the motor running yet just doing the electrical. Thanks for any help!
