450 PTO oil overfilling

On my 450 I am finding that when working the tractor without the PTO on, I am getting oil coming out the PTO breather. I assume transfering from the transmission. Any ideas on what seal is leaking? Can it be changed on the tractor or do I have to break into the transmision?
