400 Throttle Lever

Got my corn planted and started spraying it with the 400. I have to hold the throttle lever down, when I let go of it, it comes up to about 1/2 throttle. I put a new washer on it, the old one was wore. The notches it sets in look to have good square edges. It's a bear trying to hold lever down and turn around and set pressure. Could the return spring be too tight? Is there a special washer from IH that has to be used for this? I just grabbed a new one from bolt bin. Any ideas? Thanks, Chris
