SUper H brakes.

I wonder if I am trying too hard? My new SH Stage II had almost zero brakes. I pulled them and did all of the tricks. New chrome balls, graphite on them. Polished the ramps. Cleaned everything spotless. Sanded the discs and metal surfaces with 24 grit flap wheel.Splines cleaned and lubed with never seize. Now with pretty hard pressure, the brakes 'slow' the tractor but no way can you lock up a wheel to turn, or even 'almost lock' one up. Local told me all the plates may be worn and I need to plane the cover down. I just want to know how effective they ought to be. Should I be able to stop on a dime or is just a slow stop the best you should expect.When I did tear them down after a long road ride the discs were pretty well glazed. What have I missed? I've had them apart three times and still not happy Gordo
