There is no spec because there is no adjustment. The engine runs on a small open venturi, no throttle plate. The speed depends on richness. The only control is a choke which needs typical feathering to get starting underway. Making it run as fast as it can on that small carb is the goal. It allows fastest warm up and switch to Diesel.
