The old tractors I have had have alway had some degree of crap running around the bottom of the tank. It migrates to the bottom of the tank and lays on top of the flush fitting from the fuel bowl and restricts the flow of gas.

Drain & dry the tank, then vaccum out what you can.

Remove the fuel bowl and press and/or solder in a 2" long piece of copper tubing. Prior to installation, crimp the top closed and drill a couple dozen 1/16" holes up and down the tube. This will allow gas thru and not create a "sink drain" for the scale pieces to lay into and plug up. Has worked fine on several of my tractors.
