That could be the problem. If it has had the wrong oil in it sometime there could be brake disk particles stopping up the filter. A guy that use to help me put AW-32 in my 7610 Ford and in 2 or 3 days I had no hydraulcs. I pulled the filter and it was stopped completly up. I drained the oil and replaced it with the right oil and replacing the filter several more times, it has worked ok ever since. Just a thought. Being low on fluid could also be the trouble.
