need IH/FARMALL carb help

bought ih 300 last fall and have not been able to get the carb adjusted to run smooth . acts like too rich carb. runs best with both fuel and air needle valves completely closed . does not hesitate or stall on rapid opening of throttle. carb cleaned and float adjusted . fitting installed in bowl drain hole with clear tube installed vertical so i can monitor fuel level . fuel level where it should be . new points , condenser, plugs, wires . timing set @ 22*. compression 120-115-120-120 . vacum readings 11-14 inches rapid even fluctionating @ 300 RPM , 12 inches and steady @ 1200 RPM , 10 inches and steady @ 1500 RPM .
