Nope. You might have to take the valve cover off and crank the motor to be sure that you are at TDC on #1 cylinder's firing stroke. You will see the exhaust open and close, the intake open and close, and both rockers will be a little loose. The timing mark will line up with the pointer, and the mag rotor should point to the #1 plug wire. The other case is that you are choking it too much. On your first try to start it, leave the ignition off, pull the choke rod all the way out, and give it two cranks. Push the choke all the way in, open the throttle 6 or 7 clicks, turn the ignition on, and crank it over.
