getting a W-6 (248ci.) to idle down.

Hi everyone, I seem to be missing something here, I can adjust the idle screw all the way out and cannot seems to get the motor down below 1030 rpm. I checked for vacuum leaks, none. I checked to see if the throttle shaft was out of the groove on the carb, it wasn't. I pulled the governor side plate off and backed the low speed screw out to the point it wasn't touching and nothing seems to let the motor drop down to a decent idle. Any ideas???
