Need help on 460 power steering

I just bought a IH 460 utility witk a Westendorf WL21 loader. Had a service shop go thru it before I brought it home. They worked on the hydrolic pump as it was loose. The problem I have is the loader and bucket seem to work great but if the tractor is sitting still the power steering doesn't seem to work very well. Is there a filter or something that may be blocked that is keeping the steering from getting all the assist. It's a great little tractor but would like to have the steering a little easier.
