'40 M front wheels

Was at a friends house yesterday and he just picked up a '40 M. . has two different wheels on the front.

One is the style like you see on most Ms, the other is a 3 spoke style with f-20 clamps holding it to the rim. I think I remember reading or having somebody tell me that early on they were f-20/f30 style rims, but can any of you help out?
