I've never tried what you are doing but know from experience that such passage ways can get clogged with mud/dirt over the years that sets up like concrete, had similar experience trying to run new wire in letter series light bars. Those are the same fenders as the SC and C. Maybe lightly tap with a hammer and get a stiffer piece of wire, maybe number 9 to try and clean out the passage?
