Too much advance on the timing or too lean a mixture at the carb will heat 'em up in a hurry. I'd check the carb first, as that much advance would also make it a booger to start. I also suspect a linkage problem on the over-revving. It sounds like once the governor weights start moving off idle position, something is flopping wide open, or sticking.
