I have had a strainer plug before, it was a problem with the front loader. The loader would raise very slowly and jerky, I would turn the tractor off with the loader in the full heighth and let the loader free fall down with the lever in the raised position (forcing the fluid backward through the system) this would help for a little while. I finally pulled the resevoir and cleaned the strainer, it was colapsed from so much crud built up in it and pulling the resevoir is no easy task. It worked great after that.
