farmall c govenor

my farmall c is running good but the govenor seems to be a little sensative. the motor will rev up and down with the littlest load applied to the tractor. i drove it up the gravel road and the county road department hadn't graded the road lately so any washboard made the motor react funny. is this normal? do i need to adjust the linkage? elton
