We had one of those for a short time. Notice I say a SHORT time for that exact same reason. If the hay is too dry it will not feed. If the windrows are too light forget it. The solution was to rake 2 or more windrows together and don't let the hay dry out too much. We used it one year and traded for a New Holland chain type baler which fed excellent and would bale anything but watch out for when the chain decides to break! What a mess! We have had 2 different chain balers over the years and the latest is a 660 NH belt type baler which seems to be the best yet except the electronics give some trouble and the net wrap is a 2 man job to install fresh net wraps. Anyway, Deere had a baler out about the same time as your friends baler that wouldn't feed either. New Holland sold balers to Deere guys also, believe it or not.
