International 2400 round baler

My neighbor has an International 2400 round baler that won't allow the hay to go under the roller and onto the back where the bale is formed. I don't know much about these and don't explain it really well but it seems like that big roller ought to be rubber to provide traction to roll the hay on through. The hay just sits there with the tines on the front rake beating it until enough collects to stop the rake (whatever you call the roller with tines), then you have to stop it and pull all the hay out that's stuck under that roller halfway to the back. I'm as confused as this message sounds. Any ideas (besides buying a new baler)? Thanks.
